How to become a BankID subscriber

The following participants interact within the NBU BankID System:

  1. subscribed identifier - a bank of Ukraine, that holds the user identification data and transmits them to the subscribed service provider by means of the NBU BankID System
  2. subscribed service provider - a resident legal entity or public entity that provides the remote service to user and for this receives the user’s identification data from the identifying subscriber by means of the NBU BankID System
  3. user - an individual who initiates the electronic request for the remote electronic identification.

The institutions join the NBU BankID System in line with the Procedure on Accession and Withdrawal of Subscribers to and from the NBU BankID System approved by the decision of the NBU BankID System Council (Minutes No. 57/11/2021 dated 30 March 2021) and comprises six stages:

The institution that wishes to join the NBU BankID System may address the NBU Payment Systems and Innovations Department with the request to provide explanations on issues that may arise in filing the Declaration of Intent of Accession and a set of required documents.

Stage 1. Submitting the Application of Intent of Accession and respective documents

It is necessary to submit the Declaration of Intent for Accession to the NBU BankID System (Annex 1) and the List of keys planned to be transferred in a status of the BankID subscriber in requests for the remote electronic user identification (to be filled in for each service on an individual basis) (Annex 2) together with the respective documents specified in Section II p. 2.1 of the Procedure on Accession.

Documents are provided with a cover letter and sent to the NBU:

  • in hard copy to the address: 9, Instytutska St., 01601 Kyiv, Ukraine
  • or in an electronic form using the qualified electronic signature at e-mail:[email protected], or using the NBU e-mail system (22SPRA@U1H0 portal).

The subscribed service provider is entitled to connect additional subscriber’s nodes and/or Service Portals to the NBU BankID System. For this the subscribed service provider is obliged to submit the Declaration of Intent to Connect Additional Subscriber’s Node (Annex 3) and/or Declaration of Intent to Connect Additional Service Portal to the connected subscriber’s node (Annex 4), respectively.

Accession Procedure

TEMPLATES of Annexes:

  • Declaration of Intent for Accession to the NBU BankID System (Annex 1)
  • List of keys planned to be transferred in a status of the BankID subscriber in requests for the remote electronic user identification (to be filled in for each service on an individual basis) (Annex 2).
  • Declaration of Intent to Connect Additional Subscriber’s Node (Annex 3).
  • Declaration of Intent to Connect Additional Service Portal to the Subscriber’s Node (Annex 4).

INSTRUCTIONS to the templates of annexes:

  • Instruction on Filling-in the Declaration of Intent for Accession to the NBU BankID System (Annex 1).
  • Instruction on Filling-in the Declaration of Intent to Connect Additional Subscriber’s Node (Annex 3).
  • Instruction on Filling-in the Declaration of Intent to Connect Additional Service Portal to the Subscriber’s Node (Annex 4).

The NBU BankID System Council decides on approval or rejection of accession to the system.

Additional documents may be requested at this stage.

Upon receipt of permission to join the NBU BankID System, the subscriber confirms his/her readiness to accept the terms and conditions of the Accession Agreement and the Clearing and Settlement Services Agreement, to set the interaction with the identifying subscriber/subscribed service provider in compliance with the requirements of the Regulation on the NBU BankID System, specifications of communication between the subscriber’s node with the central node of BankID and other NBU regulations within three months since the date of the respective decision approval by the NBU BankID System Council.

Stage 3. Entering into the Accession Agreement

Submitting the Application for Accession to the Single Agreement on Banking and Other Services by the National Bank of Ukraine (hereinafter referred to as the “SAB”) (Annex 1 to the Public Offer of the National Bank of Ukraine for Signing the Single Agreement on Banking and Other Services and Provision of Other Services by the National Bank of Ukraine).

Entering into the Service Agreement with the NBU BankID System for subscribed identifiers (service 8) and the Service Agreement with the NBU BankID System for subscribed service providers (service 9).

Documents are provided with a cover letter and sent to the NBU:

  • in hard copy to the address: 9, Instytutska St., 01601 Kyiv, Ukraine
  • or in an electronic form using the qualified electronic signature at e-mail:[email protected].

Stage 4. Testing and entering into the Clearing and Settlement Services Agreement

Upon conclusion of the Accession Agreement the stage of testing and entering into the Clearing and Settlement Services Agreement starts.

At this stage communication between the subscriber and the central node of BankID is tested in line with such documents:

  • Specification of communication between the node of the identifying subscriber with the central node of BankID.
  • Specification of communication between the node of the subscribed service provider with the central node of BankID.

Clearing and Settlement Services Agreement sets out the payment procedure of the subscriber fee by the subscribed service provider to the subscribed identifier (save for subscribed service providers that provide services in line with the Law of Ukraine On Administrative Services and noncommercial services in line with the Laws of Ukraine On Nongovernmental Organizations and On Citizens’ Enquiries).

All commercial subscribers should enter into and comply with the Clearing and Settlement Services Agreement.

Stage 5. Submitting notice on readiness to connect

After testing is completed the subscriber sends the Notice of readiness to connect to the NBU BankID System (Template of Annex 3  to the SAB).

The notices are sent to the NBU:

  • in hard copy to the address: 9, Instytutska St., 1601 Kyiv, Ukraine
  • or in an electronic form using the qualified electronic signature at e-mail:[email protected], or using the NBU e-mail system (22SPRA@U1H0 portal).

The NBU, in absence of any objections to the information provided by a subscriber in a notice on readiness, sends the subscriber the notification on a nominated date of the work start in the BankID runtime environment (LiveDate).

Stage 6. Connection to the runtime environment

The subscriber shall check connection of the subscriber’s node to the runtime environment of the NBU BankID System and interaction of the subscriber’s node with nodes of other subscribers. Then it submits a Report on Results of Testing the Subscriber’s Node in the BankID Runtime Environment (Annex 5) to the NBU BankID System administrators.
