Purpose: Supporting the Ministry of Economy of Ukraine and the NBU in developing an effective risk-sharing or guarantee-type tool, together with appropriate capacity development for key stakeholders, to enable banks to increase their business lending activities.
Project stages:
- pre-feasibility assessment
- feasibility assessment and business plan (detailed analysis of the legal framework, potential structure, product characteristics, etc. of the selected risk-sharing or guarantee-type tool model)
- development of operational structures for product introduction and implementation
- management (full operational implementation of the product and its ongoing management).
The current stage of the project: pre-feasibility assessment
The purpose of this stage is to define the scope for the development of a risk-sharing or guarantee-type tool in Ukraine. The pre-feasibility assessment covers, but is not limited to, the following key areas:
- supply and demand, financing and capital, implementation mechanisms, credit risk, business models, and institutional framework
- findings and recommendations based on interviews with stakeholders, including international financial institutions and local banks, on the key aspects, challenges and overall experience with risk-sharing schemes and credit guarantees
- assessing the current legal and regulatory framework applicable to risk-sharing or credit guarantee tools, and recommending necessary changes to improve the efficiency of their use.
