Lesia Kolesan Takes Office as Director of Procurement Department

Lesia Kolesan was appointed Director of the Procurement Department of the National Bank of Ukraine on 3 February 2025.

Her responsibility in this capacity includes:

  • methodological support to the procurement process
  • coordination of the procurement planning process within the NBU structure, ensuring the organization and conduct of procurement of goods, works, and services at the NBU's cost
  • ensuring the activities of the NBU Procurement Commission, as well as the NBU's authorized persons responsible for organizing and conducting procurement
  • methodological support and organization of contractual work under agreements on issues related to the NBU's activities, conclusion and support of procurement agreements.

The Procurement Department is part of the NBU’s Finance, Administration, and Operations function, which is under NBU Deputy Governor Yaroslav Matuzka’s general management and control.

Background information:

Lesia Kolesan has almost 18 years of experience in government and public procurement, including almost ten years in senior positions at the National Bank of Ukraine.

Since August 2024, she has been Acting Director of the NBU Procurement Department. In 2022, Lesia Kolesan was also included in the succession pool for the position of Director of the NBU Procurement Department.

She was transferred to the position of Director of the Procurement Department from the position of Head of the Public Procurement Office of this department, which she had held since 2019.

She started her work at the NBU in 2007 as a Lead Economist in the Contractual Relationships Division of the NBU Administration and Operations Office.

Lesia Kolesan has two university degrees: she graduated from the Poltava Cooperative Institute (major in Corporate Economics) and Institute of Higher Education of the Kyiv National University of Trade and Economics (major in Law). She also regularly attended advanced training programs, in particular at the Center for Procurement Excellence of the Kyiv School of Economics (2017) and the International Institute of Management (IIM–Kyiv) (2022–2023).
